When you check the EGR valve, you're checking for vacuum or the EGR valve diaphragm. You can read more HERE. You'll learn that a bad EGR valve can cause bad fuel mileage. I was getting bad fuel mileage also. When SactoTodd checked my timing, we found it was retarded. When adjusting it back to a base of 15 degrees, I gained more miles. A decent timing light can be had for less than $30. It's a good investment. I don't know if the recirulating valves have anything to do with your mileage, but if I have to venture a guess, I'd say it's a bad thing. I'd go ahead and reconnect it back to stock -- may help drivability.
